






Recently, the Jiaxing Science and Technology Bureau and the Jiaxing Transportation Bureau issued a notice on printing and distributing the "2025 Work Plan for Large-Scale Application Demonstration of New Technologies, New Products, and New Scenarios in the Transportation Sector of Jiaxing City."
The document states that a batch of innovative achievements should be applied. Emphasis will be placed on hydrogen-powered heavy trucks, hydrogen-powered buses, low-altitude drones, etc., to explore and establish demonstration scenarios in areas such as the Jiaxing Port Area and Nanhu District, accelerating the promotion and application of innovative technologies and products in the industry. The role of state-owned enterprises such as the Railway Investment Group and the Jiaxing Port Affairs Company of the Seaport Group will be leveraged to deepen and solidify the pilot project of creating integrated reform and development scenarios for education, science and technology, and talent in Jiaxing City. 2025 Work Plan for Large-Scale Application Demonstration of New Technologies, New Products, and New Scenarios in the Transportation Sector of Jiaxing City
In order to implement the deployment arrangements of the "Action Plan for Large-Scale Application Demonstration of New Technologies, New Products, and New Scenarios in Jiaxing City (2025-2027)", steadily promote the large-scale application demonstration of new technologies, new products, and new scenarios in the transportation sector of Jiaxing City, continuously enhance the overall efficiency of scientific and technological innovation in the transportation industry, and provide strong support for the construction of a "strong transportation city," this work plan is hereby formulated.
I. Work Objectives
Adhering to the principle of "vigorously developing transportation, developing transportation on a large scale, and developing transportation rapidly," guided by demand and application, focusing on empowering key transportation projects and new fields and tracks such as the low-altitude economy, accelerating the formation and promotion of new technologies and new products in the transportation sector, breaking through around 5 key technologies, forming around 5 new technologies and new products, releasing around 5 key scenario demands, and exploring around 10 innovative scenario demands in the transportation sector by 2025, a "transportation methodology" will be formed to create future industries, cultivate new quality productive forces, and promote the transformation of achievements. The level of scientific and technological innovation in the transportation sector will be significantly improved.
II. Key Tasks
(i) Breakthrough in a Number of Key Technologies. Focusing on the technological breakthrough layout outlined in the Jiaxing Transportation Science and Technology Innovation Three-Year Action Plan (2025-2027), efforts will be concentrated on areas such as the low-altitude economy, Zhejiang's shipping industry, and multimodal transport. The aim is to enhance the level of high-quality construction and maintenance of infrastructure, accelerate the R&D and application promotion of Zhejiang's unique sea-river integrated shipping technology, and implement around 5 key technological projects, including large-scale, digital applications of fuel cell technology equipment, studies and applications on carbon reduction benefits, and research and applications on air routes under complex airspace conditions.
(ii) Generate a Batch of New Products. Encourage transportation engineering projects to increase investment in scientific research funds and improve the level of innovative applications, enhancing the effectiveness of major project research funding. Promote innovation entities to increase R&D investment, accelerating the formation of a number of new products with competitive advantages, imitative new products, and improved new products, thereby enhancing competitiveness. With a focus on advancement, practicality, and market potential, approximately 5 "three-new" products will be recognized. Enhance the brand awareness of innovation entities, striving to create a batch of star brand products.
(iii) Unearth a Batch of Innovative Scenarios. Leverage the roles of the Highway and Port Association, High-Tech Enterprises Association, and others, forming a scenario exploration team that includes technical backbones from state-owned enterprises, technical experts, and market analysts. Focus on major projects such as Nanhu Airport, intercity railways, expressways, and port waterways, implementing a scenario exploration action through public solicitation, on-site interviews, and other methods to unearth around 10 demand scenarios. Evaluate and screen out high-quality demand scenarios based on factors such as feasibility, market prospects, and technical difficulty.
(iv) Organize a Batch of Demand Matching Activities. Establish an intra-city release mechanism for new scenario demands, releasing about 10 demand scenarios, and set up a platform for matching new technologies and products with demand scenarios within the city. Promote the application and popularization of new technologies and products through a combination of large-scale matchmaking events and small-scale negotiation meetings. Establish an extra-municipal announcement mechanism for new scenario demands, focusing on attracting new technologies and products that meet the requirements to industrialize in Jiaxing. Support the implementation of science and technology plan projects for new scenario demands, forming a system of key project support oriented towards market demand.
(v) Apply a Batch of Innovative Achievements. Focusing on hydrogen-powered heavy trucks, hydrogen buses, and low-altitude drones, explore and establish demonstration scenarios in places like Jiaxing Port Area and Nanhu District, accelerating the application and popularization of innovative technologies and products in the industry. Utilize the role of state-owned companies such as the Railway Investment Group and Jiaxing Port Company of the Seaport Group, deepening and solidifying the pilot program for the integrated development of education, science, and talent in Jiaxing. Open a targeted batch of visible, perceptible, experiential, and scalable new scenarios, demonstrating the application of a batch of new technologies and products.
III. Work Assurance
(1) Strengthen collaborative linkage. Leverage the coordinating role of the Municipal Party Committee Science and Technology Commission Office, enhance collaboration among departments such as transportation, science and technology, and state-owned assets, establish a collaborative working mechanism, clarify collaborative responsibilities, and jointly promote the large-scale promotion and application of new technologies, new products, and new scenarios in the transportation sector.
(2) Strengthen factor assurance. Promote the joint funding by transportation departments and science and technology departments to implement key R&D projects in the transportation sector, provide good services and guidance for the use of scientific research funds allocated from major projects in the transportation sector. Assign dedicated personnel to track and serve major technologies and key new products.
(3) Strengthen publicity and guidance. Accelerate the construction of new media publicity channels, increase publicity and guidance for the large-scale application demonstration of new technologies, new products, and new scenarios in the transportation sector. Promptly summarize and refine work experiences and practices, and ensure effective application and promotion.
